How do I use the fishing rod in Digimon World for the original playstation?

I can cast it but whenever a fish get's near, a red X appears and that's it. Nothing ever takes the bait so I dont even know if I'm using the right bait. So, what bait am I supposed to use? Where do I get said bait? and How do I fish once they take the bait? None of this is in the game manual so I'm at a loss really and everything I've found online is about improving fishing, nothing mentions how it's done. Any help would be appreciated.
